User Logoff is slow when a user tries to logoff immediately after a logon. This only occurs on Post Windows 2003 SP1 servers. The USERINIT.EXE process is running for the user and it appears to be this that delays the logoff.
Certificate enrollments is a new feature added to USERINIT.EXE in Windows 2003 SP1 server. This option is controlled via GPO. If enabled the USERINIT.EXE waits 60 seconds after logon and then performs a check on users certificates. This behaviour is by design and the only solution is to disable this option to prevent the behaviour.
This problem in the real world is only a problem for tester and admins who need to perfrom alot of logon and logoffs in quick sucession.
