Change the System Locale from command line or appsense

The following method can be used in conjuction with scripts or Appsense Environment Manager to manage a system Regional Locale, Location, Format and language settings.

We basically need to create a XML file with the required settings and then use the Control.exe to read and apply the XML file. 

Then run
Control.exe intl.cpl ,,/F:"c:\yyyy.xml"
