HKCU\Software\Microsoft\Internet Explorer\CommandBar "Enabled" "0"
You may have to create the key as it didnt appear on my windows 2003 server by default

Hide IE 7 Command Bar
If you want to hide the Internet Explorer 7 command bar. Thats the one with favorites, print, page buttons on it.
