Dr Watson control via registry

Dr Watson is controlled with the following Registry Key

HKLM\Software\Microsoft\Windows NT\CurrentVersion\AeDebug\auto
0 - Disable
1 - Enable

The Debugger key also needs to be populated. The default for this is
drwtsn32 -p %ld -e %ld -g
